  探长洪爷服务警界多年,立功无数,但办事不依法则而无缘升职,其后他结识舞女家嘉嘉,嘉嘉愿离开风尘与洪爷厮守,无奈赌债缠身.洪爷把心一横,勾结贼匪绑架富商黄一飞（罗家英饰），勒索六千万美金。 案件筹划得异常精密,警方派陈帮办负责追查.陈帮办（成龙饰）得知探长洪爷（郑则仕饰）亦曾侦破黄一飞绑架案，遂上门求教,洪爷恐东窗事发,不断运用诡计。在洪爷协助下 ，陈的调查方向竟与绑架真相背道而驰 。最后,通过线人及明察暗访下，陈帮办追查到怀疑同洪爷有关的线索,心中大为震惊......
